AVON-BY-THE-SEA — The Avon-By-The-Sea Planning Board adopted its fourth round Housing Element and Fair Share Plan at its June 23 meeting.
Christine Bell, a principal planner with Avakian Engineers, presented the plan to the board, before the floor was opened to residents for a public hearing.
The Mount Laurel doctrine creates a constitutional obligation for New Jersey municipalities to provide their ‘fair share’ of their region’s need for affordable housing. Affordable housing obligations are based on population changes and growth over time in a region, according to the Fair Share Housing Center.
